The College of Lawmakers is a professional development organisation for regulators, policy professionals and regulatory leaders across government, regulatory bodies and the wider public sector.
We develop and deliver professional learning programmes, qualifications and capability frameworks that support regulatory professionals at every stage of their career — from those new to regulation through to senior regulatory leaders operating at the highest levels of the regulatory profession.
Our work draws on extensive practical experience in regulation, public administration, policy development and professional learning. The College brings together expertise from across the regulatory profession to design programmes that are grounded in practice, aligned to national standards and relevant to the real challenges regulatory professionals face.
Why the College exists
Regulatory professionals play a critical role in protecting the public, supporting economic growth and upholding standards across every sector of the economy. Yet unlike many professions, regulation has historically lacked a structured, nationally recognised pathway for professional development.
The College of Lawmakers was established to address this gap — providing a professional home for the regulatory profession, with the learning programmes, standards and recognition needed to support regulatory professionals throughout their careers.

Our relationship to the Regulation Practice Programme
The Regulation Practice Programme is a College of Lawmakers programme. It is developed, owned and delivered by the College of Lawmakers. The programme provides the structured professional development pathway that the College was established to create — from foundational Awareness-level learning through to senior Advanced & Leader development.
The programme was designed to bridge the gap between the DBIST Core Regulatory Skills Framework as a reference standard and the practical, applied learning that regulatory professionals need to develop genuine capability. It is the College's primary platform for open-access regulatory learning and professional recognition.
Free online learning modules, facilitated seminar programmes and optional professional certification are all delivered under the College's professional standards and quality assurance processes.
Our relationship to the DBIST Core Regulatory Skills Framework
The Department for Business and Trade Core Regulatory Skills Framework is the national reference standard for regulatory capability development across the UK regulatory profession. The College of Lawmakers has used this framework as the foundation for the Regulation Practice Programme, mapping every learning module, seminar and assessment to its themes, skills and development levels.
The Regulation Practice Programme is a College of Lawmakers programme. It is not a DBIST product and is not delivered by, endorsed by or affiliated with the Department for Business and Trade unless expressly stated.
