How the Programme Works
The programme is designed to support learners at different stages of professional development. Participants may engage with learning only, professional development activities only, or undertake formal recognition where required. Progression between levels should reflect organisational responsibilities, capability and experience.
Development Levels Overview
The Regulation Practice Programme supports regulators, policy professionals and regulatory leaders at different stages of responsibility.
Many organisations will recommend a development level based on role, grade, professional responsibilities or workforce development plans.
Individual learners may also select the level that most closely reflects their current responsibilities.
Development levels are not examinations. They represent stages of professional practice and movement between levels is encouraged as responsibilities develop.
The Regulation Practice Programme supports progression across five development levels:
Development levels are designed to reflect professional responsibilities, decision-making authority and regulatory experience.
Most learners begin at the level that best reflects their current role, although progression between levels is encouraged as professional practice develops.
Organisations may also use the framework to support workforce planning, capability development and succession planning.
For Organisations
Many regulatory bodies choose to align development levels with organisational structures, grades or professional responsibilities.
Organisations remain free to determine how the framework aligns with their own workforce structures and professional development requirements.
Professional Development Options
The Regulation Practice Programme supports professional development through three distinct stages. Learning modules and the Regulatory Briefing Series support Awareness, Working and Practitioner levels. Advanced Professional Practice supports the Advanced Practitioner level. The Senior Leadership Programme provides executive development for the Leader level.

Advanced Professional Practice
For highly experienced regulators who shape regulatory policy, provide expert judgement and lead organisational capability. Advanced Practitioner is distinct from Leader — Advanced Practitioners improve regulation, while Leaders determine regulatory direction.
