Find the level that reflects where you are now. Each level has its own learning modules and scenario exercises. Content is freely accessible at every level.
The Senior Leadership Programme supports the Leader development pathway. All other levels are supported through self-directed learning modules and professional briefings.
Why Development Levels?
Development levels are designed to support progression across a regulatory career. Levels are not based solely on job title. Organisations may align levels to grades, roles or workforce frameworks, while individuals may select the level most relevant to their current responsibilities and professional experience. Movement between levels is encouraged as professional capability develops.
Awareness Level
Regulatory Foundations
Completion of Awareness Level – Regulatory Foundations is required before commencing the Working Level programme. It remains available throughout a professional career as a voluntary professional refresher.
Applying regulatory skills independently.
Entry-level capabilities for roles in regulation. Regulators at this level will have a working-level of knowledge, skills and networks. Individuals will be routinely applying these independently.
- Independent application of regulatory principles
- Full range of regulatory tools and when to use them
- Explaining regulatory decisions clearly
- Casework management and compliance activity
Demonstrate working-level capability, then progress to Practitioner.
Advising, leading and shaping regulation.
At this level, individuals will be skilled professionals with an advanced understanding. Capabilities will be deeper and the individual will be well versed in the subject matter with effective networks in regulation.
- Advising others on complex regulatory matters
- Contributing to regulatory policy development
- Building effective regulatory networks
- Managing significant risk and complex casework
Optional Practitioner Certificate available. Progress to Advanced Practitioner.
Senior professional practice. Shape regulatory policy, lead organisational capability and improve regulation.
At this level, individuals will be highly skilled professionals with deep expertise. They will practise their skillset within a specialist domain, manage sector risks and encourage economic growth and innovation.

Advanced learning modules and professional briefings support development. Optional Advanced Practitioner Certificate available. Experienced Advanced Practitioners may progress to Leader.
Executive regulatory leadership. Set strategic direction, lead organisational performance and determine regulatory priorities.
At this level, individuals will be executives in leadership roles, who provide strategic leadership, manage risk to protect the public and encourage economic growth and innovation in their organisations and have sector-wide influence.

The Senior Leadership Programme is the executive development route for the Leader level — distinct from Advanced Practitioner. Optional Leader Certificate available via formal assessment.
